Preparing Junior Officers for Vetting

Every junior officer remembers their first SIRE or CDI inspection. The inspector appears at your station with a notebook, asks you to explain the lifeboat on-load release mechanism or demonstrate LEL testing with the ship's gas meter, and suddenly the procedures you signed off as familiar with feel very far away. Vetting outcomes increasingly turn on how junior officers answer, because inspectors deliberately seek out the least senior person at the equipment — a well-drilled crew's weakest member should still be competent, and that is what they are testing. This article is written for junior deck and engineer officers on tankers. It sets out the questions inspectors actually ask: launching and release arrangements for survival craft, fire damper locations and operation, fixed fire-fighting system operation, SCBA donning time, gas detector calibration and use, inert gas system alarms and trip settings, ODME operation, cargo valve and emergency shutdown locations, and the contents of the oil record book entries they have signed. It explains how to build genuine confidence rather than rehearsed answers — hands-on time with the equipment every week, knowing where things are before being asked, and being honest when you do not know, because an inspector respects "I will find out" and destroys people who bluff. It also covers the paperwork inspectors check against people: training records, familiarisation entries, drill participation, and rest hours. The goal is not to perform for one day. It is to be the officer whose daily standard survives a stranger with a clipboard.

Vetting inspectors have a simple method for finding out how a ship really runs: they ignore the senior officers and ask the junior ones. The master can talk a good ship. The third officer standing at the lifeboat davit, being asked to explain the release mechanism, cannot fake it. If you are a junior officer on a tanker, SIRE and CDI inspections are partly about you, and preparing for them properly will make you a better officer regardless of whether an inspector ever boards.

What inspectors actually ask

The questions are not exotic. They are the things you are supposed to be able to do on your worst day, in the dark, in a hurry:

  • Survival craft. Explain the lifeboat launching sequence and the on-load release mechanism. Where are the limit switches, what does the hydrostatic interlock do, when is the fall preventer device used. Demonstrate, do not recite.
  • Fire dampers and ventilation stops. Point out the dampers for your zone without hesitation, and operate one. Inspectors watch for officers who search.
  • Fixed fire-fighting systems. How is the fixed system for the engine room or cargo area released, what alarms sound first, what must be verified before release, and where the controls are.
  • SCBA. Don it. The informal benchmark is that a competent officer is in air and ready in well under two minutes. Practice until that is boring.
  • Gas detection. Take the ship's portable meter, explain what each sensor reads, when it was last calibrated or bump-tested, and demonstrate a measurement. Know the difference between a reading and a safe entry decision.
  • Cargo and IG systems. On tankers: IG system alarms and trips, cargo tank venting arrangements, emergency shutdown locations, and the cargo pump emergency stops. You should be able to walk an inspector to each one on the shortest route.
  • Your own records. Entries in the oil record book or cargo log that carry your initials will be read back to you. Be able to explain every line you signed.

Building confidence that is real

The only preparation that survives an inspector's follow-up question is hands-on familiarity built over weeks. A workable routine for a junior officer:

  1. Pick one piece of equipment each week and learn it to demonstration standard — operate it, read the maker's manual section, and find the part of the SMS that governs it.
  2. Walk your emergency routes and locations until you can do it in zero visibility: dampers, stops, ESD points, muster stations, breathing apparatus sets, escape routes from your cabin and workplace.
  3. Volunteer to run parts of drills, not just attend them. The officer who briefs the lifeboat drill learns more in ten minutes than in ten attendance signatures.
  4. When you do not know an answer, say so and say how you would find out. Inspectors are trained to probe bluffing, and nothing collapses an inspection faster than a confident wrong answer about safety equipment.
  5. Ask your senior officers to quiz you badly — unexpected questions at the equipment, the way an inspector does it. Most chief officers are delighted to be asked.

Records: the paper that testifies for you

Inspectors cross-check people against paperwork. Your familiarisation records, training log, drill attendance, and rest hours will be sampled, and inconsistencies between what the record says and what you can demonstrate are treated as a ship problem, not just a you problem. Sign only what is true. If your familiarisation was a signature without a walk-around, fix it before an inspector finds it.

On the day

When the inspector arrives at your station: slow down, listen to the whole question, answer what was asked, and demonstrate wherever you can rather than describing. If something is not working, do not hide it — say what it is, what the defect procedure is, and what the interim control is. Inspectors score honest defect management far better than discovered concealment. The inspection ends, but the standard you built getting ready for it is the standard you keep. That is the point of the exercise, and the inspectors know it.
