SIRE 2.0 is the most significant change to tanker inspection practice in a generation, and the industry conversation about it remains muddled by rumour. The fundamentals are clear: OCIMF has rebuilt the Ship Inspection Report Programme around a digitalised, human-factors-centred methodology. The inspector arrives with a tablet running the inspection software, works through a question set generated for that vessel and its operational profile, and captures photographic evidence directly into the report. The old model — a fixed, paper-anchored question bank that experienced masters could prepare against almost by rote — is gone. For senior officers this changes the preparation game entirely. A vessel can no longer be made inspection-ready by polishing the checklist answers; the crew must demonstrably operate the vessel as the procedures describe, because the inspection is designed to test how equipment and people are actually used, not how the answer book reads. This post explains what SIRE 2.0 actually is, how the phased replacement of legacy SIRE inspections works, what the human-factors emphasis means in practice on the bridge and in the engine room, and what operators should be doing now about competence records and onboard familiarisation. For thirty years the SIRE inspection was a known quantity. Experienced masters knew the question bank, knew which chapters the inspector would linger on, and knew how to present the vessel accordingly. SIRE 2.0 ends that era, deliberately. OCIMF rebuilt the programme to answer a criticism that had grown impossible to ignore: an inspection regime that can be prepared for by checklist is measuring preparation, not operation.

What SIRE 2.0 Actually Is

SIRE 2.0 is OCIMF's digitalised tanker inspection programme, rolled out from late 2024 and phased in as the replacement for the legacy SIRE regime. Its defining characteristics are:

  • Tablet-based inspection. The inspector works through the inspection on a tablet application, entering responses, grading, and evidence in real time. The report is structured by the software, not by the inspector's notebook.
  • Dynamic question sets. Questions are compiled for the specific vessel — its type, age, equipment fit, and operational profile — rather than drawn from one fixed universal bank. Two consecutive inspections on the same ship will not look identical.
  • Photographic evidence. Inspectors capture photographs directly into the report as standard practice, supporting both positive observations and negative findings. The days of contesting what the inspector saw are substantially over.
  • Human factors integration. Questions are explicitly framed around how tasks are performed, whether the crew understand the procedures they execute, and whether the safety management system is a working tool or a shelf document.

The Human Factors Shift, in Practice

The human-factors emphasis is the part most officers underestimate, because it cannot be drilled in the week before arrival. An inspector operating under SIRE 2.0 methodology may ask the officer of the watch to walk through a procedure rather than recite it, may ask a junior rating to demonstrate familiarity with equipment he is expected to operate, and will record what he finds — positively or negatively.

The vessel that passes SIRE 2.0 is not the vessel with the best paperwork. It is the vessel where the paperwork and the practice are the same thing.

This has direct consequences for how senior officers run their ships. Toolbox talks, permit-to-work discipline, and bridge resource management stop being inspection theatre and become the inspected object itself. A chief officer who cannot explain why the cargo plan was built the way it was, or a second engineer who cannot walk the inspector through the bunker changeover procedure he executed last week, is now an observation waiting to be written.

What Changes for Officers' Preparation

The old preparation model — deep clean, polish the certificates file, rehearse the likely questions — still matters, but it is no longer sufficient. What now distinguishes a well-prepared vessel:

  1. Procedural fluency at every level. Not just senior officers. The inspector can direct questions to any crew member about tasks within their responsibility.
  2. Evidence of the SMS working. Completed permits that match the work actually done, maintenance records that match the equipment condition, near-miss reports that led to visible action.
  3. Honest familiarity with defects. A known defect, properly reported, risk-assessed, and managed through the system reads far better under SIRE 2.0 than a defect discovered by the inspector.

Implications for Competence Records

Because SIRE 2.0 inspections probe whether individuals understand and execute their duties, the competence records behind those individuals matter more than before. Operators should expect charterers and vetting desks to connect inspection performance to officer competence management: familiarisation records, onboard training logs, promotion assessments, and verified sea service all become part of the storey an inspection tells.

The operators who will thrive under this regime are those who treat crew competence as continuously evidenced data rather than a file assembled for audit. Structured, verifiable records of what each officer has done, on what vessel types, and with what training outcomes are no longer an HR nicety — they are the foundation the inspection stands on. Building that data discipline now is the cheapest SIRE 2.0 preparation available.
