What MEPC actually does

MEPC is where environmental obligations are drafted, amended, and adopted. Its remit covers MARPOL and its annexes, the Ballast Water Management Convention, the Anti-Fouling Systems Convention, ship recycling, and the energy efficiency and greenhouse gas framework that includes EEXI and the Carbon Intensity Indicator. Resolutions adopted at a session typically enter into force through tacit acceptance on dates set out in the resolution itself. That mechanism is why the industry sometimes wakes up to a requirement that was, in procedural terms, agreed long before. The dominant agenda item remains the greenhouse gas mid-term measures. Recent sessions have advanced a package combining an economic element, in the form of a pricing or levy mechanism, with a technical element built around a marine fuel standard. The shape of that package, its adoption pathway, and its entry-into-force dates have been the subject of intense negotiation. Masters and shore teams should expect that any agreed pricing mechanism will eventually reach the ship in the form of emissions data obligations, verification requirements, and commercial questions from charterers about who bears the cost.

The scheduled review of the Carbon Intensity Indicator framework is the second major thread. The short-term measure combining EEXI and the annual operational CII rating was always designed to be reviewed, and the review has been examining how reduction factors are set, how correction factors and voyage adjustments are handled, and how the rating bands are calibrated. Officers should understand that CII is not a static number: the reference lines and reduction factors change, and a vessel comfortably rated this year can drift without any change in how she is operated.

Ballast water management has moved from installation deadlines into compliance quality. With the experience-building phase concluded, attention has shifted to challenging water quality, record-keeping expectations, commissioning testing, and the handling of systems that underperform in real operating conditions. The practical exposure for senior officers is documentary: port state control has become markedly more forensic about ballast water record books and system maintenance evidence.

A newer item is the maritime carriage of plastic pellets, following high-profile spill incidents. MEPC has agreed recommendations on packaging, stowage, and notification for containers carrying pellets, with mandatory measures under discussion. Container and general cargo operators, and the deck officers supervising stowage, should not wait for mandatory status before treating pellet loss as a pollution incident risk.

How to track MEPC outcomes properly

Waiting for class circulars or trade press summaries introduces a lag of weeks to months. A disciplined compliance desk works directly from primary sources in a predictable sequence after each session closes:

  1. Read the IMO press briefing and the meeting summary report published on the IMO website within days of the session ending.
  2. Obtain the adopted resolutions and approved circulars from IMO Docs or the IMO public pages as they are released, noting entry-into-force dates in the company regulatory calendar.

For technical departments ashore, the near-term work is scenario planning around the GHG pricing package: emissions data quality, verification arrangements, and the contractual allocation of costs under existing charterparties. For crewing and training functions, the signal is that environmental compliance competencies are expanding. MARPOL record-keeping, ballast water documentation, and energy efficiency reporting are increasingly examined in vetting and port state control interviews, not just in the SMS. Officers joining tonnage with complex environmental equipment should arrive already familiar with the record-keeping burden, and manning offices should treat that familiarity as a screening criterion.

MEPC decisions rarely arrive as surprises to those who read the meeting reports. They arrive as surprises to those who wait for someone else to summarise them.

Keeping certification, survey status, and environmental training records current against the latest MEPC outcomes is the kind of routine discipline that separates a well-run ship from one that learns about new requirements from a deficiency notice. A central, up-to-date record of each officer's environmental compliance training makes that discipline far easier to demonstrate when it is asked for.
